National Park Stream is "Intellectual Property"?? Why was this image declined?

This image was recently declined for "Intellectual Property" reasons. While it may be a bit average, I cannot see any intellectual property violation. It's a waterfall in a stream at the Chickasaw National Recreation Area - operated by the National Park Service.
