Hello. I try to open account. And I remember that I had already contributor account. But now I see this message "New account creation is not available at this time."
I live in Bulgaria.

While it may not be the reason for the error message, if you already have an account, you would probably need to let Adobe know to cancel the previous account to avoid replicating submitted assets.
