Did you make this installation, completely? Compose the words, print the paper, weather it, add paint, create the colour background at the top? If so, you can sell the image and you can provide an IP release to say so. Otherwise, it isn't yours and you can't sell it.

This is a public notice board, as is common in Europe's municipalities. As it is smeared with graffiti, I assume it is somewhere in Brussels and is now no longer in use. Interesting detail: as Brussels is bilingual, the notice board is of course bilingual. The names of the people can be read, there is absolutely no way to use this as a stock medium here.

What reason was given for the rejection? What it possibly IP violation? Maybe this info will help:
