You have reached the submission limit on your account. You'll have to wait for assets to be reviewed before you can submit more. Meanwhile, you can continue to prepare your images for submission, adding titles and keywords, so that they're ready to submit when you've once again dropped below the limit.

There is a limit of assets that you can have outstanding and waiting. As soon as assets have been moderated, you can send new assets for moderation.
