previously, every year they issued a key for a plan for photographers for a year, last year the key did not come, I wanted to clarify by what criteria the key is being issued now

If you didn't receive the code, perhaps you didn't qualify based on your sales?

Codes are issued automatically to qualified contributors. If you did not get a code, you did not qualify or your account was suspended during that time.

As of my information, there are no codes left. Your best chance to get a qualified information on this is contacting contributor support as @Nancy OShea suggested.
