Only photographs are allowed for nomination of april , May i know when it will be available for vector files

It's the same procedure as last year! (Diner for one)

First come pixel images, then later vector images, then later videos. Don't nail me on the exact sequence...

Kind of! I would say, it's saving the resources. The few Adobe guys doing the selections can't do all in the same moment. And at the end of the day, it is not relevant, as your free vector assets start a little bit later of their free year and will end that free year later.

Adobe doesn't announce in advance the exact dates when they will open up nominations for the free collection; however, I think last year Vectors were nominated several months after photographs.
