Over time on Review Process

First submitted means here uploaded. That may or may not be different from (real) submitted. 

Second, you could ask Adobe contributor support to check that, as it is not normal that one file sticks in the moderation queue for so long. 

Third, you can delete and resubmit. 

Others have reported this same occurrence and I experienced it also. After waiting for several months, I deleted the upload then resubmitted it; however that didn't make any difference. It was still months before it finally got reviewed. Everything does get pushed through the queue eventually, and there doesn't seem to be any way to hasten the process.
