Painting of Historical Church and Property release missing

I am a little confused about this image that I uploaded.  It was not rejected but it needs a Property Release for approval.  My question is simple.  Since I am the artist who created and owner of the painting, am I the entity that signs the Property Release or is it the owner of the church?
