You should check your credentials with Skrill. I do not use this service provider, but payment error means what it says. Adobe paid and the payment got refused by Skrill for some reason. I'm sorry to hear about your payment issue. If your first payment request was at least 45 days after the first file was sold and a minimum of $25.00 earnings was available, then you'll need to contact Adobe directly as @Jill_C  said. We are volunteers and have no access to your account.
