Several people have reported similar problems with Payoneer. 

I don't know what the issues are as I don't use it.

 

I only know that some regions require you to have a business account to receive royalty payments from stock services. For more details, contact Payoneer in your region.

I think that you need anyhow a business account with Payoneer to recieve funds. 

It's PayPal that requires different levels of accounts depending on the region. They probably require this for legal reasons in those regions.

 

(Let me state that I do not use Payoneer, as PayPal is working nicely for me in my region.)
