Rejected photos (which are actually just thumbnails of the rejected photos) cannot be deleted.

Images will remain on the "Not Accepted" tab (as thumbnails only) forever. I suppose it's to remind you, as well as Adobe, of your rejected assets so that you don't attempt to re-upload them.

And possibly to make keeping track of one's accepted to rejected ratio easier. Although it does kind of mess things up if one re-submits an edited rejected asset that ultimately gets accepted. So there are actually two ratios to keep in mind: the actual one...and the pat yourself on the back one for making the proper corrections.
