one photo has been rejected for technical reasons, and I do not understand why...could you please help me on that? The only possible reason I see is the IP violation due to the piece of building you can see?

You will have to think more about the composition. I guess you wanted to take the bird flying to the fountain, so it was more of a 'snapshot' moment but it hasn't worked. The bird is just too small to make an impact. There isn't really any relationship between the bird and the fountain. From a commercial perspective, I don't think it has much value.
The bird apears to be your main focal point in the image, however it is not in focus and is underexposed. The fountain is also blurry and underexposed.
The composition isn't great, plus the sky is noisy, the shadows too dark (no detail in the bird or statue), there is a white halo in places along the dark/light borders, and it isn't sharp.
A fill flash might help some in a situation like this to get detail in the shadows, but the rest would still get it rejected.
For composition, the real subject is the bird, but it is too small in the frame. A better angle (side view istead of under?), and zooming in on him when he is closer to the water drops from the fountain would probably be better.
