Photos Rejected - Intellectual Property Refusal

I uploaded a photo of a fountain in Chicago, Illinois. It has been rejected because of Intellectual Property Rights.

This fountain is highly photographed by almost everyone who sees it. I looked for it on Adobe Stock and quite a few photographs have been posted by other photographers. Why is my rejected and others has been accepted?

Per your recommendation, I removed the tags but my photos were yet again rejected for the same reason. What gives?
