Please tell me why this photo was rejected by technical reasons?

The image was rejected by technical reasons. Please tell me why. After submitted, I realized there was a Tshirt with brand name. If this brand name is deleted, can this be pased?

It is out of focus, and has exposure poblems and may be more. The T-shirt and other logos trigger IP refusals. They need to be addressed after adressing the other defects. Out of focus is not correctable.
