problem with payment

Hi I wanted to use photoshop for the first time, but my payment (even for free trial) cant be done. I've tried everithing but still it doesn't work. No payment with card/paypayl works. I tried with different cards/pc's for days now. I've no clue what's the issue. On the image is info almost after payment that paypal is not avaible. Pls hel or I'll cry again
