You have chromatic aberration (easy to fix normally):

You are probably far away from a well exposed image. You need to lift the shadows and the exposure in addition to the contrasts (and micro-contrasts like Texture and Clarity)

You won't, however, get this through. The image is also not well focussed and has multiple other artefacts (noise, compression artefacts etc).
