Are sailboats on the bay restricted if you cannot identify the people? The boats have numbers on their sails that are visible.

To be on the safe side, clone out the markings on the sail especially if there are logos, and any identifying marks on the boats - make sure you can't see them on the boat when enlarged. See what happens. You can always upload a sample here, and get opinions. IP rights can be a difficult issue.
