helo this photo was declined . I dont see any straightforward-reason for issue with quality. Is it something I'm missing here? could any one tell me what is qaulity issue in that

You should post the picture as submitted and not a heavily scaled down version. The only thing that I can say from this one is that the exposure is not correct.
