Hello dear community. Perhaps you can explain why the photo was rejected due to a "quality issue"?DSC_0495.JPG

I agree with most of the previous comments. It's important specially when in doubt, to shoot more and not less to work with your composition, as well as playing around with the editing, which in this case the photo is clearly too dark, noisy and off balance.

Take time to watch videos on youtube using Adobe's Lightroom and Photoshop, specailly using AI tools that are making the editing process better and faster.

The child is underexposed, and you might need a model release due to the distinctive appearance.

Slanted horizontal and the child is underexposed. I assume you included a model release, as the child is identifiable by her unique backpack.

The dock needs to be level. You should follow the rule of thirds. The entire photo is too dark and the shadows in the hair and the shirt have lost all detail. It needs some sharpening.
Here is an example of everything fixed except the lost details in the shirt.
