Photos that have no space around them, that are cut off, or that have not been taken with thought given to composition may be rejected.

Exposure and composition. Both of your pictures are underexposed. 

In the first image, the person holding the cat is especially pale. 

In the second picture, you have a person that hides their face. That is not very interesting as a picture. And if you look the surroundings, it does not make you feel happy with garden work.
