What's wrong with the quality of these vectors??

I'm not sure how Adobe Moderators evaluate such cartoon style images, however I've noted a few inconsistencies.

Bike tire shape, and tire intersects frame

One hand has 3 fingers, the other has 4.

On the bicycle the wheels are not round, the spokes uneven and the are no pedals.

Yes you can re-edit and resubmit. If it gets rejected again, just move on. Continuing to submit the same image over and over is considered spam.
