Focus!

As this is a close-up shot, your aperture is too wide - f4 - which means a shallow depth of field. As a result, the flower is not fully in focus.

This is ~1/4 of a stop underexposed, not well composed, since the edges of some of the petals are cut off, and nothing is in focus. It's also a Stargazer Lily, not a tulip. As @daniellei4510  mentioned, Adobe is overrun with floral images already, and I wouldn't waste a minute submitting any more unless I knew I had found a rare species. And certainly, if you can't properly identify the type of flower in your title or keywords, it's unlikely to ever sell...

This looks more like a lily than a tulip. In any case, the depth of field is shallow. It's also important to note that Adobe Stock now has over 59 million images of flowers, so the completion is extremely tough unless your contribution is unique enough to stand out above the rest.

The picture is out of focus. In addition, you have a noticeable noise level, and you need to enhance the contrast.

There is never more explanation on refusals.
