Because you're enlarging a small image, the image is blurry.
And noisy.
Enlarge it to 100% and check it for quality.

I generate in Sora, then do an upscale in ChatGPT. What is your advice?

If it were me, I would enlarge it using Photoshop, but if you enlarge it too much it becomes grainy, so you have to check it every time.
