The fly-away hairs need cleaning up. And I know from experience that hair with areas that look like the start of a bird's nest will get an image rejected. Generative fill can usually clean things up with more realistic hair. In any case, I'm not sure if this image is salvagable. Even facial restoration software would not help the woman on the right, as it doesn't know what to do with three-quarter profiles.
