Quality issues rejection

Hello, I'm am fairly new here, and had a couple of photos rejected for quality issues, but I'd love to know more specifics,  so I can do better when submitting. I did use AI to upsize them.  Any feedback will be most appreciated!  Thank. you.

The blue flying in snow: shutter speed could have been faster; and while I realize the white dots are supposed to be snow, they look more like dust from a bad scan. The second one has a lot of noise and the whites could be toned down.
