There are already millions of sunrise/sunset images in Adobe Stock, and they're quite beautiful and well photographed. Your image, on the other hand, has a blown out (overexposed) sun, underexposed foreground, no focal point, poor focus, and uninteresting composition - with power lines running through it and part of a car hood also. Go to Adobe Stock as if you were a customer and search on "sunrise sunset", and you will see the quality of images that are acceptable and that you would be competing with.

So, what was the refusal reason? I can imagine Technical details, as the composition on both images is really bad.

 

The first picture has this car hood in the frame. Why didn't you avoid that?

The second picture has those awful tubes in the front and in the upper-right corner is "something" in view.

 

For the rest: the overall quality is bad: noise, artefacts, over and under exposure, washed out colours...a lot of them have been addressed by @jacquelingphoto2017 and @Jill_C .

Hi Fotografoamador,

To analyze your photos you need to zoom to between 100 and 200%. If you do you will note that these images have excessive noise/grains - both luminance and chromatic.

Also they are out of focus.

The composition of that with the tall buildings is poor.

The lens flare of the landscape image should not be there. Avoid shooting directly into the sun.
