Question about a rejected image and a general question

Hey i have two questions,

1.The picture with the red vintage car was rejected for quality reasons, I would like to know exactly the reason because the picture has a very high resolution. I have only made license plates and faces unrecognizable, since I could not ask for consent, is that the correct procedure?

2.What exactly is foreign ownership in the background? I'm always a bit unsure about this, since many images theoretically have foreign ownership in the background. For example, if I take a picture of a beautiful rose growing through a beautiful fence, do I have to ask the owner of the rose or fence for permission? What exactly do I need to look out for here and what do I need consents for?

Adobe does not accept this type of color alteration, called selective color. You should only submit full color images, no black and white conversions. The blurring of the faces and license plates here is quite clumsy and obvious. License plates should be edited to just look blank, not smudged. Faces cannot be blurred out. If you have a recognizable person and no model release, just don't submit the image.

I don't understand your question about "foreign ownership". Read about when and where Property Releases are required here:

You need to edit your pictures in such a way, that the editing is not detectable. All logos and identifiers need to go. There are so many logos still in this picture, that the refusal would be on IP grounds, if there were not your multiple misedits. Blurring faces is an absolute no go, plates need to be blank, other ID's (like the truck number) need to be cleanly edited out, the logo on the top too. The taxi ID is also a refusal reason, the logo on the building behind the car, the helmet etc etc.

As for your second question: I suppose you ask, when you can publish a picture, without asking for permission. As a rule of thumb, any picture, where you or a third person could identify the property need a release. Animals normally need no release, except if you would picture a very famous racing horse or similar.

Your rose could be found in any garden, so that surely would not be a problem. If you show the garden as a whole, you may need an authorisation from the owner, and if the garden is artistically special, you may also need the authorization from the artist.
