I am permitted to submit creative componts with "text"? For example, a hand held sign with words on it? Created by me, through adobe firefly?

The guidelines do indicate that we should avoid adding text:

Do: Zoom in 100% and check your file before submitting.

Don’t: Compress files too much — this creates irreparable pixelation.

Don’t: Enlarge files.

Don’t: Add text or watermarks.

Text limits the appeal of your image, both in the message and the language, and requires that Buyers edit it out in order to add their own text.

You can, but why? Leave the sign blank. Let the buyer fill it in.

Sure. But in most of the cases, it's better to leave the text out, and publish only the empty signs.
