Question on a rejected illustration

Hello, one of my illustrations was rejected while others in the series were accepted, and I would like to know your opinion, should I correct the unaccepted illustration? Because then it will be very different from the others in the whole series.

Kinda stumped. I'm not seeing any issues with trademarks, but it is the official seal of the U.S. and the actual official version has the eagle holding 13 arrows.

The stripes and the distance between the lines should be absolutely even. That goes for all the images.
