Another thing to consider is the white balance - you have to balance out the yellow tones a bit. Here it is a bit too yellow, so Adobe won't like that.
You also had a slow shutter speed, 1/8 sec - so the image is not so much out of focus, but rather camera shake due to having a slow shutter speed making the image blurry and unsharp (I suspect). Composition could also be better.
I'm assuming it wasn't rejected due to the lack of model releases. I really do like this image, but from a stock point of view, it appears slightly out of focuus and the slanted verticals are probably being taken into account. Also, the histogram indicates blown out highlights and lack of detail in a few of the shadows.
It has occurred to me that some moderators might be checking the histogram before they check anything else and reject images immediately when there are issues with highlights and shadows. Always check your histogram, even if by the naked eye there are no obvious issues.
