I too have had this happen when submitting photos of the American Flag.  Turned down for this or other reasons.  I wait a week or two and resubmit...getting a different critic makes all the difference.  Sorry to say, some are biased to this subject!

You resurrected an old topic from 2018 that was correctly answered already.  Thus, I have moved this post to a new topic for you.

 

Non-compliant images typically contain one or more violations  that disqualify them from consideration  -- i.e. wrong file size, wrong file type, excessively long file name,  unwanted text, borders, watermarks, or GPS/time stamps.  Non-compliant can also mean a corrupted file or file/keywords that contain offensive or restricted content (profanity, p*rn, violence, etc...).

 

If you submitted a photo that was rejected for non-compliance, please review the submission policies again to ensure it meets compliance.

Moderation is done by humans, so different people react differently, but Adobe tries to get differences to a minimum. However, there is no bias. MOST of the pictures WE see here are refused for a reason.

Files may be considered noncompliant due to watermarks, inappropriate or irrelevant keywords or titles, or questionable or defamatory content. Also, if you get a reminder to provide or resolve a problem with a release and you resubmit the file without addressing the issue, we’ll reject it as noncompliant. 

 

Indeed, Moderators can be inconsistent, but are you sure your titles or keywords were the same?
