The image needs to be straightened. 

Sadly, adjusting levels won't help much. The image contains too much noise and other artifacts caused by low light conditions.

Phone pictures really need ideal lightning situations. The problem is the small sensor size. It helps to take raw pictures and bypassing the automatic development to JPEG. You will have more leverage to adjust the parameters.

the image is severely underexposed, to the extent that it is impossible to judge if it is even in focus.
