puede aclararme o guiarme, para saber por qué se rechazó la foto, cuáles son las fallas, etc.

Out of focus and hazy, lacking contrast; probably because you shot on a sunny day and with a shutter speed too slow to capture the surface of the water while it was moving.

You should always post with the picture the reason Adobe gave you for the refusal.

@RALPH_L: the commercial value of such a picture may be the use as a texture. But as you pointed out, it is out of focus.

No need to try to correct the missing contrast and the exposure, out of focus is not correctable.
