Comme l'objet principal est la création d'un artiste, installé dans un lieu publique, il vous faut dans quelques pays (notamment en France), l'autorisation de l'artiste pour pouvoir publier cette image. 

Le modérateur a fait bien de refuser cette photo sous l'enseigne de la PI. Il aurait aussi pu refuser pour des problèmes de qualité. Mais, de cette façon, vous n'investissez pas des efforts inutiles en réglant les problèmes de qualité pour avoir un refus final en PI.
