How is it possible that half of a series of photos with the same title and description is rejected (REFUSAL INTELLECTUAL PROPERTY) and the other half is accepted

As stated in Keukenhof's website: 

"The use Keukenhof’s name and/or photographs and videos for commercial purposes is also prohibited."

Adobe uses method of scientific random poke. My image containing Taipei 101 was rejected with "intellectual property" excuse, whilst there are literally hundereds of photos sporting exactly the same view.

I assume that [inappropriate language] of a moderator in question affects acceptance process - imagine they sit in the office clicking through images that someone else is taking...of course they will take out irritation on you.

Do you really think Adobe hires stupid/spiteful Moderators? How would it benefit Adobe to do so? How can they be spiteful to a Contributor that they can't even possibly know?

I suppose you had two or more moderators and some moderators didn't realize, that those pictures require property releases from the rights owners.

Sometimes things get past the moderators which should be rejected. If these are found later, Adobe may remove the asset, or worse. Also, the title and description are not the only thing checked. Please post ONE rejected photo, with the title and description used, so we can suggest what IP is involved. It's easy to miss something, like the name on a boat in the distance, or a recognisable pair of shoes. Or sometimes it is big things, like the Eiffel Tower at night.
