The horizontal line in the sky seems to be an error in this image:

"Too Similar" is one of the more perplexing reasons for rejection, as it also means (we're guessing) that an image is too similar to other images in the database, not just your own. But unless an image is automatically flagged for that reason, I'm not sure how a moderator could store the entire database in their head to know that's the case. 🙂

I've never received this particular reason for rejection. Yet I've also submitted and had accepted a couple of cloud images just last week, and I'm pretty sure there are already a brazillian cloud images on Adobe Stock. (I just made that number up, in case you can't tell).

In any event, I think all of these images would have benefited by being generated with a wide aspect ratio, such as 16:9. From a buyer's standpoint, these to me have little value other than use as wallpaper for a cell phone...and those can be found for free all over the Internet.

So maybe...just maybe...this rejection reason is a kind way for the moderator to day, "I see these kind of images coming through time and time again and, while maybe they're not bad enough to reject them for quality issues, I don't think they're quite up to par when put up against the millions of other like them in our database, especially with respect to their use for commercial purposes." (Although they would think this in an instant...they wouldn't sit there starting at an image for five minutes trying to decide what specific reason for rejection should they select; they have a quota to meet.)

Disclaimer: I have no idea if anything I said above has any foundation at all in reality and it's all just conjecture on my part. 😉

Don't select all the topics.

You got probably the wrong refusal error. I would guess, they wanted to refuse for qualiry issues like here:
