Hi, I had uploaded this image as green colombian iguana, it was rejected because it contains one or more technical issues, what does that mean?

In addition to @RALPH_L 's analysis:

Portrait shoots needs to have the eyes crisp sharp. If at all, somewhere in the body area seams to be the focus point. In addition to be noisy, I also thought to see postprocessing artifacts probably due to noise cancellation algorithms or fake DoF.

@mafe-26 nice photo. The background is a little noisy and the lizzard is not really sharp. Work on the details and it should be ok.
