Rejected Due Due To Technical Issues

Hey all, I don't know if it's just me but I can't tell why some of my photos were accepted vs others rejected, a good case in point, this photo was rejected:

While this photo was accepted (I left the watermark to prove it):

What defines a technical issue seems rather arbitrary to me, does anyone understand exactly what constitutes a "technical issue?"

I feel the noise in the first photo should be reduced some.There is some color noise. But, more important are the branches at the bottom. They need to be removed or cropped out. They add nothing to the composition. 

In the second photo, the land is part of the composition.

That makes sense thank you! I didn't think of how the branches below would be considered noise at all! I have a saturated and slightly contrasted version. I apprecaite the feedback so much!

The branches are not noise, they are simply disturbing the composition of the image.

 

All in all, the picture 1) is out of focus. Both pictures seam to expose a lot of noise, so I suppose you are happy that the picture 2) has been accepted. I suppose, however, that the street is in focus and therefore the picture got accepted. The moderator did probably not consider the noise a rejection reason.
