Rejected for "Quality Issues"?

Can someone help me understand why this photo was rejected? The explanation that was given is "quality issues", but I don't see any quality issues with this photo. Is there something I'm missing?

I have to agree with Reviewer's rejection.

Foreground is very dark, not much detail.
High ISO causes noise.
This image is not suitable for high quality, commerical print process. (See screenshot of Histogram panel below).

As @RALPH_L said, PNG is the wrong file type.

I'll add that 2000 x 1300 px is small for Stock photography. It should be at least twice that size.
