rejected for quality. why?

I had previously uploaded photos exactly the same as this just with different words and they were accepted. Why would these same type of photos be rejected for quality issues?

I doubt that it was "exactly the same". If it was, it has been accepted by error. There are visible artefacts in your picture:

 

In addition, you have a high noise level. 

 

This asset has been refused rightfully.

 

As a side note: It's no problem, to submit the same asset with different texts. 3-4 variation are OK, but at some point, however, you will get a "similar picture submitted" refusal.

Duplicate content is reason for rejection, too.  😶

 

IMO, this would have wider appeal without the words.  Customers can add their own words after purchase.

The focus appears to be a bit soft. Are you using a tripod? 

Moderators are human, thus there is a certain amount of variability in the review process. An image that is marginal might be accepted by one Moderator and rejected by another.
