Could someone tell me why this was rejected for technical reasons. I know it is sharp and I have worked on the noise expopsure.

Hello,

Your image is underexposed and maybe too contrasty. I also personally wouldn't give it the HDR effect like in Ralph's example - it looks like an HDR effect. The image also looks a bit too cool. Crop out the bit of the power pole as well.

I would lighten it up, adjust the highlights and shadows, adjust the blacks and whites and tone down the vibrance.
