I agree this does not seem to be a photo of a living creature. If the technical issues can be resolved (which includes composition), there then become IP issues: who owns the rights to the object, model, toy, taxidermy, painting, photo or other representation of the cat?

Focus is too soft, white balance is off, and it seems to be a photo of a photo? The coffee mug in the corner of the image is an odd compositional element. If someone is looking for a picture of a tiger's head, they're unlikely to want to see a coffee mug in the image...
