Can you please help me to understand why these photo have been rejected.

( Unfortunately, it does not meet our requirements.  )

Adobe's IP requirements are quite clear. You cannot make commercial use of images of recognizable people, and just blurring the faces results in an unusable image. You either have to compose such scenes to omit people, edit them out entirely, or obtain model releases.

Just blurring out recognizable faces will result in a rejection.

What should I do with recognizable faces?

You will need to get a model release from each and every one of them. (Which could be quite hard to do!)
