These two photos taken in a winter dawn, maybe they have little light..but i think 100% no noise or blur. What is your opinion?

Hello,

I would warm the photos up a bit. Even though they are dawn photos, they could still have a slight warm tone added to them, plus just a little magenta added. I would also reduce the highlights to bring more detail to the clouds and make the photo a bit brighter. However, there is a burnt-out cloud on the left, which you could crop out.

Adding clarity will enhance the micro contrasts. Some tweaks here and there, and you may try to resubmit. I really think, the white balance was the main refusal reason, maybe also the lack of contrast.

Masking the two people and giving them a little more exposure would enhance the picture.
