Please could someone advise why this shot was rejected for Tech reasons.

The file is not very well focused, poorly cropped and at 200% shows artifacts.

Soft focus, white balance (slightly too blueish). The crop is also distracting since we're not seeing any complete roses. Keep in mind that there are millions of floral images in the stock database already, so for yours to be accepted it must be unique and technically perfect.
