Rejected - Too similar...vertical and horizontal versions submitted

Why is when I submit images that were shot as both a vertical and horizontal version one will get rejected? I realize it is of the same subject but what if a client is looking for a horizontal and does not have the option because it was rejected. This of course is in reference to images that otherwise were approved.

Much things the buyer could do by himself, such as cropping a picture from horizontal to vertical. The thing is, leave enough space and solution in the horizontal picture for this option.
