If the image was put into "remind" mode you should be able to resubmit just as though you had originally uploaded. If however, your file was rejected outright, you will need to resubmit and re-index.

One with had thought that Adobe could have added this option by now. If the signer rejected but should have approved, you must reload the document again for approval which is such a waste of time. Can you consider this?

Surely it wastes less time for everyone if the stock submittor includes the releases that are needed, the first time and every time. But the "release needed" status is NOT a rejection, so far as I can see. IP violations are likely to cover usages for which a release is not possible (such as trademarks in keywords or business names or logos in the picture)
