Selling photoshopped images

I'm new to this and I saw a contributor that used a image on google. I assume that it was labeled for reuse so that's why it was allowed. They did some photoshop work on it and made 4 more images with just a different center piece in each one. 

 

So my main question is that if I got a few different images that are allowed for reuse and I did an original creative spin to it in photoshop can I sell that? I'm not a photographer but I like to work on photoshop.

Probably not legal. Image and or photo must be your own to "photoshop" and or design in Illustrator. Unless the other person got permission though licenses in which I doubt really happened. Most likely this person will get caught.
