Similar content already exists in our collection

I've been receiving 'Similar content already exists in our collection' rejections for many of my submitted assets, even though my work is visually distinct from what's available when I search Adobe Stock. Has anyone else faced this issue? Do you have insight into how the system defines 'similar content'—is it purely visual, based on keywords, or something else?
