Hi, if my shots of street photography or candid public shots contain random people do they still need release forms if I submit for editorial use?

Any image with a recognizable person requires a signed model release from that person. Adobe does not accept Illustrative Editorial images with people in them.

If the person is even remotely recognisable, you will need a model release!!
